Adds save/retrieve for the selected breed filter in localStorage, so it survives a page reload.
Just the storage logic for now (src/utils/breedFilter.ts), ready for whoever builds the breed dropdown (#15/#16) to call directly. Tested with unit tests + manually in the browser.
